In the Wollongong Local Council Elections, the optional preferential voting system allows voters to decide their own preferences. Candidates may suggest how to vote, but the final choice is entirely up to the voter.

Understanding the Council Ward Ballot Paper
- The ballot paper for your ward will have two sections: “above the line” and “below the line”.
- “Above the line” lists groups of candidates.
- “Below the line” lists individual candidates.
Voting ‘Above the Line’:
- If you choose to vote “above the line,” you are voting for a group of candidates.
- Marking a “1” in one of the boxes above the line indicates your primary choice.
- You can also number additional boxes above the line (e.g., 2, 3, etc.) to indicate your preferences for other groups.
Voting ‘Below the Line’:
- If you choose to vote “below the line,” you are voting for individual candidates.
- You must number at least 2 boxes to indicate your primary and secondary choices.
- You can number as many additional boxes as you like to indicate your preferences for other candidates.
Lord Mayoral Ballot Paper:
- The Lord Mayoral ballot paper will have a single list of candidates.
- You must number at least 1 box to indicate your primary choice.
- You can number as many additional boxes as you like to indicate your preferences for other candidates.
Optional Preferential Voting:
- You are not required to fill in every box.
- You can vote for as many or as few candidates or groups as you wish.
Filling Out the Ballot:
- Use a pencil or pen provided at the polling station.
- Ensure your marks are clear and within the boxes.
- Once you have completed your ballot, fold it and place it in the ballot box as directed by the polling officials.
- If you need help, ask a polling official for assistance.
- You can bring someone with you to help you vote, but they must follow the guidelines provided by the polling station.
